Overview
We are seeking a dedicated Employment Services Manager to join our team. The ideal candidate will have a passion for workforce development and helping individuals with diverse backgrounds find meaningful employment opportunities. This role involves managing a long-term, structured, and supported employment program that provides training, supervision, and support to individuals with intellectual/developmental disabilities, promoting their independence and success in the workplace. Focusing on the integration and coordination of supported employment services, the role also includes supervising staff and assisting individuals (supported employees) in securing successful employment in the community. Qualifications

Must be a high school graduate or equivalent. One year experience in an I/DD related field required. Shall have or obtain within first year of employment one of the following employment services qualifications: CESP, ACRE, or Bachelors Degree (Rehab Counseling, Special Education, Human Services, Mental Health or other I/DD related degree); certification must be maintained for duration of employment.

Additional qualifications:

  • Must satisfy all pre-employment, post-offer processes, including (but not limited to): drug test, criminal history (in accordance with Oregon Revised Statute 181.537 and Oregon Administrative Rules 125-007-0200 to 125-007-0330, 407-007-0200 to 407-007-0370, and 943-007-0000(2), abuse check, reference checks, physical/functional exam and be physically able to perform all job duties with reasonable accommodations;
  • Must be eligible for driving agency vehicles as acceptable to agency insurance carrier;
  • Must be 18 years old;
  • Must have valid Oregon Driver’s License, proof of vehicle insurance, and acceptable driving record;
  • Must have reliable personal vehicle for driving supported individuals as needed. (Mileage is reimbursed);
  • Participate in CPR and First Aid Certification training, OIS, Equity Diversity and Inclusion training of Director’s choosing, and any other position-required trainings within 60-90 days of employment (or the soonest class thereafter);
  • Be able to evacuate the premises independently in case of emergency. Must be able to assist supported individuals to do the same;
  • Be able to perform the physical functions and activities of the job with or without reasonable accommodations, which may include (but not limited to): standing, lifting, bending, twisting, and carrying up to 50 pounds;
  • Possess effective time management skills, sound judgment, and creative thinking skills; Ability to take initiative and make decisions based upon company purpose, mission, and values and in the best interest of clients and community business partners;
  • Possess basic entry-level computer skills;
  • Communicate effectively and professionally in verbal and written form;
  • Must have the ability to communicate with individuals in a respectful and considerate manner;
  • Maintain professional conduct and image in appearance, actions, and words as a representative of Living Opportunities;
  • Maintain strong working relationships with agency staff, supported individuals, and community businesses/contracts;
  • Maintain confidentiality;
  • Reliable attendance;

  • Training: Responsible for completing a minimum of 16 hours of pre-service training and Core Competencies in first year. This position includes the completion of a minimum of 12 hours of pertinent in-service training annually.

Roles and Responsibilities

  • Competently supervise, support, and advocate with employees and supported individuals with diverse backgrounds and needs, including those with LGBTQ+ and BIPOC identities;
  • Knowledge, understanding, and ability to perform all requirements of the current Job Coach job description;
  • Some job development activities, including negotiating new positions with business partners and establishing new relationships as needed to match interests and skills of job seekers;
  • Assess potential new job sites to assure a good match for both job seekers and employers;
  • Provide Discovery, assessment, initial job set-up, and training of employees/individuals with disabilities, then provide training to Job Coaches on individualized supports;
  • Coordinate with Director to identify and implement special programs as needs/opportunities are identified, which include, but are not limited to: pre-employment services, day support activities, relationship skills coaching, and supports specific to diverse identities;
  • Participate in Manager Meetings and Assessment Team Meetings;
  • Promote the independence of supported individuals and encourage choice in the delivery of all services;
  • Conduct job analysis and structure vocational environments for individuals’ learning, independence, and ongoing success;
  • Provide direct service with job coaching and job site coverage when Job Coaches are unavailable;
  • Establish communication and continue contact and coordination of supports between the supported person and their family, home/residential supports, employer, and other team members, including Case Management Entity and Vocational Rehab Counselor, as needed;
  • Demonstrate a commitment to diversity, equity, and inclusion through personal growth, modeling inclusive behavior, and being a catalyst for change.

Staff Supervision/Training

  • Coordinate with the Director in implementing staff training checklists and Core Competencies with Job Coaches;
  • Provide ongoing support to Job Coaches in the areas of quality control, problem solving, restructuring, and teaching strategies when needed on job sites;
  • Evaluate and provide feedback to Job Coaches on the effectiveness of the teaching and fading process;
  • In coordination with other Employment managers, establish staff schedules and assignments to efficiently cover job sites and community activities;
  • Regularly monitor all staff performance with respect to duties to ensure quality supports. Conduct follow-ups and check-ins with staff, including training with direct observation and feedback regarding their performance (on-going/as needed);
  • Perform annual staff evaluations. Collaborate with staff to build on their strengths and to identify areas for growth;
  • Review staff and supported individuals’ timesheets for each pay period.

Administrative Responsibilities

  • Develop, evaluate, and manage the implementation of Service Agreements and/or the Individual Support Plan (ISP) process;
  • Participate in Individual Support Plan (ISP) meetings for supported individuals and provide information on individual’s skills, goals, and interests, as well as developing support documentation that includes safety and action plans;
  • Monitor data and progress notes as collected and verify individual’s progress at meeting goals as specified in their Career Development Plan;
  • Complete any correspondences for Vocational Rehab or other service providers; document and submit financial and billing data for reports as required by funding agencies;
  • Maintain records and operations as specified in the Oregon Administrative Rules for Employment Services as directed;
  • Awareness of and compliance with all employment programs and monitoring agencies’ rules and regulations as per Living Opportunities, Inc., policies and procedures;
  • Other reasonable duties as assigned by the Director, as they relate to position responsibilities and employment department services.
